Key points for customers to consider for NCTS Phase 5 coming into effect

Phase 5 for the New Computerised Transit System (NCTS 5) for road transportation (including to and between airports) launches on 21 January 2025, 01:00 CET. The NCTS is a Europe-wide digital system designed to provide better management and control of goods under Union and Common Transit. 

Below is a brief overview of the key points required by customs for trucking in the EU and contracting country parties for issuing a Transit-Document (T-Document).

 

To-do for customers:

For all non-Union goods (goods originating outside the EU):

  • Provide 6-digit HS codes at the lowest level:
    • HAWB for consolidated shipments
    • AWB for direct shipments

 

For Union goods for export (goods originating inside the EU):

  • Provide 8-digit HS codes at the lowest level:
    • HAWB for consolidated shipments
    • AWB for direct shipments
  • Make the Export Declaration data available to the carrier.

 

To avoid shipments getting stopped or delayed, ensure these customs requirements (e.g. HS Code) are fulfilled.
